The rise of the human rights movement has placed added significance on the rule of law.1 At its most basic level, the idea that people should be subject to the rule of law and not to the rule of men is the insistence that human beings should not be subject to the arbitrary power or discretion of others.2 This applies with special force in the domain of religion.
