Container and Port Security: A Bilateral Perspective

As a follow-up to the terrorist attack of 11 September 2001 and due to the threat that such attacks may be reiterated in different forms, the United States has taken several measures with the view to forestall terrorist attacks from the sea. The measures include the Container Security Initiative and measures to enhance port security. This presentation describes the content of such measures and the reaction of states and international organisations thereto. The question is raised whether such measures may be taken unilaterally or rather through international force.
