The invention relates to a packaging liner structure capable of improving the moisture preserving performance of cigarettes. According to the structure, inner layer liner paper is additionally arranged in liner paper of the cigarettes; the structure of the whole inner layer liner paper is in the shape of a cross before roll-packaging; two wider wings are relatively short; corresponding to the front side and the back side of a cigarette packet, two narrower wings are relatively long; corresponding to the two side faces of the cigarette packet, an opening is reserved in the center position; a sealing strip slightly larger than the opening is arranged on the opening; one side of the position, corresponding to the back side of the cigarette packet, of the sealing strip is sealed; and the opening end of the other side of the sealing strip is provided with a pulling strip capable of being conveniently opened, and the side is the position corresponding to the front side of the cigarette packet. The packaging liner structure can have a moisture preserving effect on the cigarettes. Only one procedure needs to be added before packaging of the cigarettes, operation is convenient and fast, machines do not need to be substantially refitted, technologies do not need to be substantially modified, operation is convenient and fast, forming is easy, and the quality of the cigarettes can be substantially improved.
