A DEA-Based Evaluation Method on Industrial Solid Waste Management in China

Industrial solid waste management(ISWM) efficiency is a quantitative evaluation on different input and output indicators within the process of ISWM.This paper employs a DEA model to evaluate the management efficiency of industrial solid waste management for 30 different provinces,autonomous regions and special municipalities(with an equal political power of a province) by integrating undesirable output index.The results show that there are significant differences among different regions of China in terms of ISWM level and the more developed eastern regions have higher efficiency values than those of the Middle and Western regions.Our more detailed case studies for Tianjin,Qinghai,Heilongjiang and Chongqing further demonstrate that different input and output indicators have significant impacts on the values of ISWM efficiency.Finally,based upon our empirical analysis,policy suggestions on improving the overall ISWM efficiency at the region level are proposed.
