Some Issues in the Policies for Foster Scientific Elite in China

Lack of high-level scientific and technology talent is the primary obstacle in the process to build an innovative nation for China.To foster innovative talent have already been the mean issue in the policy making of education,science and technology,talent management.In this paper,we focus on some policy issues such as,foster of young scientific and technological talent,integration of production,teaching and research,scientific and technological input,system reform,building systematic human resource development institution,and creating innovative culture.
