Policy Appraisal and Decision Making for Bus Operations—The Busmodel Approach

This paper will present an evaluation of public transport, in particular policies for buses. There seems to be no clear and consistent set of principles in bus policy formation and planning: instead fares, services and subsidies seem to have evolved through the interplay of historic accident, inertia, the application of crude and often inconsistent rules of thumb, and political expediency. It is difficult to reconcile the resultant patterns of services and fares with any coherent set of objectives for transport planning.
