The present invention relates to a system and a method for carbon dioxide conversion, the system comprising: a carbon monoxide generation part for generating carbon monoxide through a reverse water gas shift reaction; and a hydrocarbon generation part for generating hydrocarbons through a Fischer-Tropsch reaction, wherein the carbon monoxide generation part is filled with a catalyst for a reverse water gas shift reaction together with a catalyst for a Fischer-Tropsch reaction, so as to further improve the CO yield of the carbon monoxide generation part even at a low temperature over that of when only the catalyst for a reverse water gas shift reaction is used, thereby ultimately improving the hydrocarbon yield of the hydrocarbon generation part, and the energy of a Fischer-Tropsch exothermic reaction is reserved as the energy required for the endothermic reaction of a reverse water gas shift such that energy efficiency and process yield improve, and thus operation and maintenance costs can be reduced.
