Optical element and the light-emitting device

PROBLEM TO BE SOLVED: To provide an optical element and a light-emitting device capable of suppressing formation of glare. SOLUTION: The light-emitting device is constituted of the light-emitting element in which a portion to reflect light incident from an incident part 11, and emit the reflected light is made a first recessed part (reflecting face 12) to become a reversed cone shape against the incident part 11, and in the incident part 11, a cone-shaped second recessed part (recessed part 18) symmetrically arranged to the first recessed part is formed, and a light-emitting member (LED) which makes light incident into the incident part 11 arranged at a position opposite to the first recessed part.
