Leaving Care without Losing Care

The need for an effective transition and post-care response for young people leaving care is highlighted. The focus is on their removal from formal state care at the age of 18 and the resultant risk of homelessness. It is suggested that the decision to release young people from care must be based on developmental progress rather than age.
