An urban special region traffic motor vehicle movement studying and determining device compatible with Beidou GNSS spatial-temporal information comprises a traffic block port, a vehicle-mounted terminal, a personal credit card, a data center and a management platform. The vehicle-mounted terminal collects GNSS spatio-temporal data in real time and compares the GNSS spatio-temporal data with those of systematically preset rush hours and crowed regions. When it is determined that a vehicle enters a heavy traffic region during rush hours, the GNSS spatio-temporal data of the vehicle and status information for entering the heavy traffic region are reported, and the management platform verifies event authenticity through traffic block port data. After one credit determination cycle is over, a system correspondingly increases or decreases personal credit and takes corresponding reward and punishment treasures. By correlating the frequency for the vehicle entering the heavy traffic region with the personal credit, a vehicle owner is urged to lower the frequency for using private vehicles and to take public transport means more often so that the problem of urban traffic congestion can be relieved.
