The present invention relates to a cosmetic makeup and / or care composition for keratinous substances, in particular skin and / or lips, comprising: at least one aqueous phase gelled with at least one synthetic hydrophilic polymeric gelling agent, said aqueous phase being present in a proportion of at least 30% by weight relative to the total weight of the composition; and at least one oily phase gelled with at least one lipophilic gelling agent; said phases forming a macroscopically homogeneous mixture therein; said composition comprising at least 10% by weight of pigments coated with at least one hydrophobic compound, relative to the total weight of the composition.
