An adaptive resource broker for multimedia teleservices

There is a steadily increasing number of multimedia teleservices, which require networks where quality of service (QoS) [1,2,3] is assured in order to achieve high quality services. Providing QoS is based on an agreement between the user and the provider where the QoS provider does not allow other connections to influence the service, then the quality of the user’s service is assured. Unfortunately, for many reasons, until recently there were no protocols able to assure end-to-end QoS in large networks. Without agreed QoS these services run on best-effort networks, and they suffer quality falls when the network load is high. Therefore on the best-effort networks there was a need for adaptive applications and protocols that could adjust the transfer rate of a media connection to the bearer connection’s quality [4,5].
