The invention provides a weather-proof material with functions of corrosion resistance and heat preservation and a pipeline. The weather-proof material comprises a corrosion resistant layer, a heat preservation layer and a weather-proof protective layer, which are successively stacked, wherein the heat preservation layer is formed by heat preservation paint containing a heat preservation filler and a binder; the total weight of the heat preservation paint is used as a benchmark, the heat preservation filler contains at least 20 wt% of aerogel. The weather-proof material with the functions of corrosion resistance and heat preservation and the pipeline provided by the invention can concurrently have the properties of heat preservation, corrosion resistance and weather resistance well.
