According to the ICD-10 classification of diseases provided by the WHO, mental retardation (F70–F79) is a condition of arrested or incomplete development of the mind diagnosed during the person’s developmental years. The diagnosis warrants an assessment of the person’s intellectual skills and social adaptation before the age of 18. The need for support may vary from total care to occasional help.
