The author presents his position to Constitution of the Russian Federation as the main legal document of the country. The author supposes that declaration and legislative consolidation of a person as paramount value of the Government is the main sense of current Constitution as well as consolidated, shared responsibility of citizen, society and authority for Constitutional norms realization.
