In Russia public-private partnership successfully develops since 2001 From now on experience of their practical application has begun. Now public-private partnership is the major condition of normal development and market economy functioning that is confirmed with experience both developed, and the developing countries actively using public-private partnership. Potential of PPP for social and economic development is very high. In regions there was a practice of their application. At the same time, at this conjuncture territories require programs of development on the basis of complex development of bowels which assume not only single infrastructural projects and buildings, but also long-term mechanisms of interaction in separate region. A problem region extracting resources that does not give to their specialisation possibility to occurrence of new projects, expansion of things in common between the power and business. Studying of experience of the Kemerovo region will promote enrichment of existing approaches to creation and realisation of mechanisms PPP.
