Evaluation of the Zimbabwe Family Planning Project (613-0230).

Findings are reported from a 1994 evaluation of the Zimbabwe Family Planning Project currently implemented by the Zimbabwe National Family Planning Council (ZNFPC). The project is progressing satisfactorily and is predicted to meet or exceed most if its objectives by the extended project end date in 1998. The extent to which the project goals of reducing the rate of total fertility and increasing sustainability have been achieved will be indicated by the level to which modern contraceptive methods are being used the range of contraceptive methods available private sector involvement in family planning and government costs for family planning services. The report notes that structural adjustment the 1991-92 drought the AIDS epidemic upcoming elections and related political factors and the economic recession have affected the timely implementation of the project. While evidence suggests an increase in the use of modern methods and the availability of a broader range of contraceptive methods by the projected end date the goals of increased private sector financing and overall participation as well as reduced net government costs for family planning services are less certain to be realized. Program sustainability is being affected by a number of policies and factors beyond the direct control of the ZNFPC and the Ministry of Health and Child Welfare. Despite these obstacles the ZNFPC is making significant progress toward cost recovery. Much remains to be done in the private sector. The report presents numerous recommendations for the project.
