The paper analyzes the basic processes and trends of labor mobility in Russian industrial enterprises. The author considers the mobility of staff as one of the factors determining the cost-effectiveness and sustainability of the industrial enterprise. Particular attention is paid to the analysis of the reasons for dismissal of employees. The author presents the methodology and the results of the survey on specific motives of dismissal on concrete plant Novocherkassk Electric Locomotive Plant. One of the main author of generalizations based on the results of these studies is the thesis of the lack of effectiveness of personnel management as one of the main factors of high turnover in the company. In the article there are four ways of improving the management of personnel in an industrial plant: 1.optimization of the objectives and principles of personnel management, 2. effective monitoring of staff mobility, 3. introduction of the system of management staff for particular company, which would be adapted to its specific features and characteristics of the economic environment of its activities 4. development of an effective current and future personnel policy. The author identifies at the system of personnel management in large industrial plants three main blocks: 1.managing of personal potential employees 2.managing culture of managers at all levels, 3.culture of organization of productive activities. Accordingly, these three areas it is defined the set of measures aimed at improving its quality.
