In order to solve both axial and rotational limitation problems in turbochargers with rolling element bearings (Reb), a REB sleeve or an outer REB race on the bearing housing is mounted in a manner that is not axially and radially rigid, thus damping oil films both radially and axially allows. Simultaneously, the REB sleeve or the outer REB raceway is maintained such that the REB sleeve or the outer raceway REB does not rotate relative to the bearing housing. This dual purpose is achieved by using an anti-rotation ring and a damping ring. The rotation ring comprises at least one anti-rotation feature for engagement with the bearing housing and at least one anti-rotation feature for engaging with the REB cartridge, which prevents rotation of the REB cartridge sleeve or the outer-race REB. The damping ring assigns the REB cartridge axially and attenuates ene axial movement and absorbs an axial thrust.
