TRAFFIC SIGNAL WARRANTS-A NATIONAL SURVEY

A national signal warranting survey was distributed to various transportation agencies around the United States. State, city, and county Department of Transportations (DOTs) were included in the survey. The survey was also available on the Web and advertised on ITE's homepage as well as in ITE's traffic Engineering Council Newsletter. A total of 109 surveys were submitted. The survey was designed to obtain an understanding of the current usage of the traffic signal warrants and to solicit comments on potential improvements that should be investigated. This paper documents the design, distribution, return rate, and responses of the survey. It summarizes the results while elaborating on the trends that appear to be inconsistent with the guidelines in the MUTCD.
