To assess the importance of site designation in the Guideline for Development of Low-Carbon Green tourism Resources, we conducted a questionnaire survey targeting four hundred experts on tourism and development and citizens, then analyzed the result of it. The result of study shows that limitation of location in nature reserve and historial, cultural conservation area is commonly most importantly considered. According to the result analysed by groups, tourism expert group perceives the local transportation system the most important, but development expert group and common citizen consider limitation of location the most important. Analysis by items reveals that among other detailed items for each eight items, historical heritage, high altitudes, an integrated traffic network, a solar power plant system, damage from typhoon, civil complaints, connection with surrounding area are recognized the most important. Two items and sixteen detailed items shows significant differences by groups. It means, in one hand we should combine efforts to adjust the interests among groups and to reduce perception gap on the level of site designation. In the other hand we should measure differences by applying weights on each item and designate sites by measured priority and importance.
