The embodiment of the invention provides a method and system for building inter-system service carrying. The method includes the steps of sending an inter-system measurement request to a UE with built first service carrying in a first system to indicate the UE to measure a second system, receiving the inter-system measurement report returned by the UE, wherein the inter-system measurement report comprises measurement information required by building second service carrying in the second system; sending the inter-system measurement report to a service gateway to enable the service gateway to determine to use the second system to carry the second service carrying and build second service carrying with the UE according to the inter-system measurement report. By means of the technical scheme, the UE can build service carrying in the two systems at the same time, the use rate of network resources is improved, and the data speed of the UE is quickened.
