If resolving the global environmental cns1s were simply a matter of 'techniques', in other words installing new production technologies, converting to zero-emissions vehicles, using less packaging, changing to 'green' fiscal policies and strengthening emissions laws. then why haven't we already implemented them? The technical principles of a shift to a sustainable society are simple and straightforward, and have been discussed in great detail for at least 20 years: rooftop gardens; electric cars; windmills; solar architecture; triple-glazing; vegetarian diets; composting; recycling; pollution prevention; waste minimization. The list goes on, and makes up the utopian vision characteristic of the late '70s which in those days was often labelled 'appropriate technology'. We are now less driven by technical fix solutions and more enticed by the espoused beauty of management systems techniques enshrined in standards uch as ISO 14001 and the EU Eco-Management and Audit Scheme (EMAS). Industry calls for voluntarism and a· drive towards Jess resource depletion through eco-efficiency and it has successfully become the arbiter of ecological action through its powerful lobby groups and business clubs.
