INTERGOVERNMENTAL AGREEMENTS OF UKRAINE IN THE FIELD OF FISHERIES: CONCLUSION AND IMPLEMENTATION

This article focuses on the research of the potential status of the fisheries complex of Ukraine, fisheries is considered to be a significant strategic itegrative part of intergovernmental agreements which has to fulfill the gaps in the legal regulation of the sustainable use of marine living resourses. The nessesity of bilateral and multilateral enhanced state cooperartion in the field of fisheries is proved. The article systematizes intergovernmental agreements of Ukraine, in particular the Agreement between the Governments of the USSR, the People's Republic of Bulgaria and the Romanian People's Republic, the Agreement between the Government of Ukraine and the Government of the Russian Federation, the Agreement between the Government of Ukraine and the Government of Georgia on fisheries cooperation, Agreement between the Government of Ukraine and the Government of the Arab Republic of Egypt on cooperation in the field of fishery resources, Agreement between the Government of Ukraine and the Government of the Republic of Turkey on cooperation in the field of fisheries, Agreement between the Government of the Union of Soviet Socialist Republics and the Government of the People's Republic of China on cooperation in fisheries, Agreement on cooperation in fisheries and maritime management Of the Republic of Mauritania, Joint Statement by the State Agency for Fisheries of Ukraine, the Ministry of Fisheries and Agriculture of Iceland and the Ministry of Fisheries and Coastal Affairs of Norway on Cooperation. The aim and the machanism for interacton between states as the result of state agreements are analized namely the introduction of conditionalities for fishing, the supesrvison of fishing industry, the coopertion between the related maritme institutions and organisations to prepare the professional staff. The emphasis is placed on the activity of joint commissions provided by the agreements analized which aim on cooperational programmes establishment, the implementation of the terms of the agreement under the certain circumstances, to ensure the monitorting if its implementation and possible dispute settlements which may occure while interpreting the conditions given in the agreement.
