Theimage compression standard JPEG2000offers ahighcompression efficiency aswellasagreat flexibility inthewayitaccesses thecontent intermsofspatial location, quality level, andresolution. This paper explores howtransmission systems conveying video surveillance sequences canbenefit fromthis flexibility. Rather than transmitting eachframe independently asitisgenerally doneinthe literature forJPEG2000based systems, weadopt aconditional replenishment scheme toexploit thetemporal correlation ofthevideo sequence. Asafirst contribution, wepropose arate-distortion optimalstrategy toselect themostprofitable packets totransmit. Asa second contribution, weprovide theclient withtworeferences, the previous reconstructed frame andanestimation ofthecurrent scene background, which improves thetransmission system performances.
