"PIER 400: MEGA TERMINAL" - THE CHALLENGE - FROM LANDFILL CREATION TO TERMINAL OPERATIONS

This paper discusses innovative measures taken and are proposed to organize, manage, and build the Pier 400 Container Terminal. The paper provides an overall description of the landfill status and terminal development. Items discussed include: landfill resequencing consolidation program; use of U.S. Army Corps of Engineers contracting service; terminal description and design requirements; program management; aggressive terminal planning; and contracting opportunities.
