The invention discloses an ultra-low NOx rotational flow powdered coal burner. The ultra-low NOx rotational flow powdered coal burner comprises a central air pipe, a primary air passage, an inner secondary air passage and an outer secondary air passage, wherein the primary air passage is arranged at the periphery of the central air pipe, the inner secondary air passage is arranged at the periphery of the primary air passage, and the outer secondary air passage is arranged at the periphery of the inner secondary air passage; a primary air powdered coal concentrator is arranged on the outer wall of the central air pipe in the primary air passage, an inner secondary air rotational flow generator is arranged in the inner secondary air passage, an outer secondary air rotational flow generator is arranged in the outer secondary air passage, and a flame divider is arranged in the position of a primary air spray nozzle of the primary air passage; flame stabilizing teeth are arranged at a primary air outlet end of the primary air passage. According to the ultra-low NOx rotational flow powdered coal burner disclosed by the invention, the highest flame temperature is effectively reduced, and finally, the generation of NOx is obviously reduced; meanwhile, the ignition stability of powdered coal flame is further increased, and the adaptation on the variation of coal types is enhanced.
