Theory And Method In The Improvement Of The Financing For The Academic Learning Institutions

The academic education is organized in public and private universities which are non-profit, apolitical organizations and are promoting the education and the research as public benefits. The mission of the university is the creation, delivery and put in value of the knowledge. To this effect, it is promoting the learning, teaching, research and creation in the scientific, technological, arts and sports areas, contributing to the development of human culture and knowledge, in order to ensure the personal development of the beneficiary, the welfare of the society and of the communities. In the educational area, the university offers competitive qualifications on the labor market. We propose that the whole academic learning system to be sustained by taxes, the state to allocate to the universities funds in terms of their social security policy followed by the executive and the demands of the labor market, established by the ministry. Following this, the funds would be allocated based on the proposed program, keeping the actual equivalent criteria for students – domain-based – as elaborated by the CNFIS.
