The invention relates to a non-cultivated protected vegetable substrate culture and organic production technology. In the technology, a standard solar greenhouse or a plastic shed is arranged in a non-cultivated area, fermented caragana is adopted as an organic substrate, and organic vegetables are produced according to National Standard Organic Vegetable Production Technological Regulation. In the invention, the non-cultivated area, such as a desert area or a saline-alkali area which is not used for traditional agriculture production and accords with organic agricultural production on the aspect of environmental factors except the soil condition, is selected, and the organic vegetables are produced by utilizing the standard solar greenhouse or the plastic shed and adopting the fermented caragana as the organic substrate according to the National Standard Organic Vegetable Production Technological Regulation, thereby reducing the conversion time limit needed by a traditional agricultural area, improving the utilization ratio of the non-cultivated area, increasing the cultivable land area, also improving the protected vegetable quality and producing more high quality agricultural products.
