Reforms in the System of Investment in Chinese Higher Education over the Past 60 Years

After New China was founded,it was a single investment system under the planned economy that was carried out in China’s higher education. As a result,all types of education funds were granted by the Chinese government on a unified basis. Since China’s reform and opening to the outside world,along with the reforms in our economic system,the development of our economic society,and the promotion of the theory of manpower capital,great reforms have been introduced in the system of investment in China’institutions of higher learning,thus bringing about a diversified investment pattern. The reforms in the system of external investment in China’s higher education manifest themselves in the changes that have taken place in the investment subjects,distribution modes,investment channels,etc. And those in the system of internal investment are reflected in the following: collection of students’tuition and of their accomodation fees,the establishment of foundations in colleges and universitties, the development of college-owned or university-run industries,utilization of bank loans,etc.
