The “Office” as Role-Concept of the Polity

„As a subsystem of society, the polity is primarily defined by the function of goal attainment. It is, however, not possible to define a system only by referring to a function. Without any structural concept, the polity would simply be an aggregate of everything that fulfills the function of goal attainment – and not a boundary-maintaining system which to some extent maintains identity and stability in a changing environment.“
