The invention provides a CO2 catalytic conversion device and method. The device comprises a reaction device as well as a feeding pipeline and a discharging pipeline which are communicated with the reaction device respectively, wherein the feeding pipeline comprises a first feeding pipeline body and a second feeding pipeline body; an epoxide storage device, a first flow control device and a preheating device are sequentially arranged on the first feeding pipeline body; a CO2 storage device and a second flow control device are sequentially arranged on the second feeding pipeline body. According to the device, an epoxide is firstly preheated and vaporized by a preheating furnace, then the vaporized epoxide and CO2 have continuous feeding reactions under the effect of a solid catalyst, the gas-and-solid-phase reaction is realized, reactants are fully contacted with the catalyst, the reaction condition is mild, and meanwhile, solvents and promoters are not used. Experimental results indicate that the reaction shows the higher selectivity and the higher conversion rate, and continuous reactions can be performed.
