DESIGN/BUILD PROJECT MANAGEMENT OF FLOATING TERMINALS - SUCCESSFUL IMPLEMENTATION IN A COMPLEX ENVIRONMENT

The paper describes a major port development project that has been recently completed successfully. The Bremerton Transportation Center in Washington state contained three project management challenges: innovative funding agreements, fast track construction, and complex technical design requirements. The project was a mix of both public and private entities. A candid discussion is provided in this paper of the project management and technical challenges that were encountered and met. The project involved the construction of a passenger-only floating ferry terminal in a complex environment.
