Towards Utilising The Dls V2 For Supervised Learning

Working plan on how to implement the INST/FILT rule on the prototype of the HiCANN-DLS system. This systems cannot yet read out digitally the neural membrane potentials. The only think that it can read out is STDP-like average traces of pre- and post-synaptic correlation. Hence very few learning rule can currently be implemented on it -- INST/FILT is one of those that can. We (SP4) view ourselves as early adaptors / first users of the PPU, and hence this project is carried forward jointly with SP9.
