Using quantitative and qualitative approaches to evaluate public-private partnerships: the Suero de la Vida initiative May 16 to June 4 1998 Bolivia.

This report pertains to a consultant visit to La Paz Bolivia during May 16 to June 4 1998 in order to finalize the evaluation of an oral rehydration salt (ORS) initiative. The analysis covered data from focus groups a household survey with mothers of children aged under 5 years a simulated patient study in pharmacies in-depth interviews with pharmacists and focus group discussions with consumers of Suero de la Vida. The analysis was performed by the two consultants with the managing director of the market research agency. A process evaluation was conducted during the visit among various members of the Inter-Institutional Task Force including the pharmaceutical companies. The aim was to ascertain the history of the implementation and their perceptions of effectiveness. The process evaluation resulted in a set of recommendations for modifying and improving the intervention in order to maintain commitment and sustainability. The final presentation was made to the Inter-Institutional Task Force. The appendices include tables and charts of research findings. The trip involved a meeting with local producers of ORS to supply a competitive price and quantity of ORS which USAID could donate to the government. A price of $0.18/sachet for 444444 units was negotiated and agreed upon. The negotiated price allowed for investment in promotion on radio. The evaluation involved qualitative and quantitative techniques. Unfortunately changes made in the follow-up survey made it incomparable to the baseline survey data. Data comparisons to the Demographic and Health Survey were made. Lessons learned are identified.
