Signal generation device and method for operating manufacturing device of recording medium

The objective of the present invention is to operate a manufacturing device which manufactures a recording medium which is capable of advantageously recording data while suppressing effects on tracking control. This signal generation device (400) generates control signals for operating a manufacturing device (300) of a recording medium, which is a recording medium (11) which is provided with a guide layer (12), upon which guide tracks (TR, GT, LT) have been formed, and a plurality of recording layers (13). Upon the recording medium are formed identical mark groups (MG) for which one pair of recording marks (ML and MR), which are shifted by a predetermined distance to the left and the right in relation to the track center, have been combined at the same rotation phase position for each of a plurality of guide tracks which are contained in a beam spot of a guide laser light (LB1). The signal generation device is provided with determination means (430) for determining the timing by which the mark groups are formed, and generation means (460) which generates a control signal for operating the manufacturing device so as to form the mark groups according to the timing determined by the determination means.
