The invention provides a wave energy capturing device which is suitable for being coupled to a generating device. The wave energy capturing device comprises a substrate, a first rod, a second rod, a buoyancy member and a righting moment adjusting member. The first rod is pivoted to the substrate. The second rod is pivoted to the first rod. The buoyancy member is fixed on the second rod. The righting moment of the wave energy capturing device is matched with the period of waves.
