A review group on organization at the Integrated Communication Conference concluded that organizational structure should be country-specific. This implies that in some countries existing organizations can administer the rural development program while in others a new structure will be necessary. Previous experience has created awareness of the need for some intermediate level organization responsive to local people and linking them with national goal setting. The intermediate organization representative should serve as a conduit to higher levels of administration of the needs problems questions and aspirations of program recipients and involve local people in the planning and execution of a program. Establishing such a staff is often simpler in a new organization although it can be accomplished by sufficient cooperation among participating agencies. Organizational structure must provide mechanisms for obtaining local input and feeding back local reaction to higher administrative levels. This suggests a need for decentralization and having an agent or agency intermediate between upper ranks and program users. Informal communication is often the precursor of formal integration in development projects. Each organizational model should be analyzed critically for its adaptability under differing conditions.
