What Color is Special Education

This paper is part of a Symposium honoring the Rowley decision's thirtieth anniversary. It discusses the issue of disproportionate representation of minorities in certain special education categories and placements and suggests that an underlying causes can be seen in emerging social science research on implicit bias, reification and group dynamics.
