The system comprises an emergency command internal network and an isolation network, wherein the emergency command internal network comprises a main core data network, a secondary network and an isolation system; the main core data network comprises a core switch and at least one of a database server, an application server, a communication server, a unit data system, an analog machine system, a meteorology and environment radiation monitoring system and a professional analysis system which are connected with the core switch; the secondary network comprises a secondary switch and a terminal work station unit connected with the secondary switch; and the isolation network comprises an isolation switch, an isolation data router and a data management server. According to the invention, the safety and reliability of the system are improved.
