The evaluation of cause from blast damage patterns is usually quite difficult, and in the case of unconfined vapor cloud explosions the mechanisms which led to significant blast overpressures are not understood at the present time. The most important consequence of this is that extropolation to larger spill sizes is impossible. Therefore proper regulation and insurance coverage cannot be made on a sound basis, particularly for larger spill sizes than have been experienced.
