The invention relates to a seawater and sea sand mixed inorganic polymer cementing material, mortar and concrete which are prepared from the seawater and sea sand mixed inorganic polymer cementing material and a preparation method of the concrete. Weighted according to oxides, the inorganic polymer cementing material comprises the following chemical components in percentage by weight: 18-40% of calcium oxide, 33-42% of silicon dioxide, 10-19% of aluminum oxide, 2-8% of magnesium oxide, 2-13% of sodium oxide and potassium oxide, less than 2% of sulfur trioxide and less than 4% of carbon dioxide. The concrete prepared by blending the inorganic polymer cementing material, the sea sand, the seawater and macadam according to a certain proportion has favorable working performance, mechanical performance and durability, can meet the requirement of ocean engineering construction and has remarkable societal and economic benefits.
