The invention provides a frequency modulation (FM) broadcast-based terminal positioning method, which can overcome the defect of the conventional mobile positioning technology and is low in cost, stable and reliable, and high in precision and cruising capability. The method comprises the following steps that: 1, a positioning device sequentially receives broadcast signals at all frequency points in the frequency band specified by FM broadcast, and records the frequency points receiving the broadcast and signal reception strength values so as to obtain a group of broadcast signal strength values transmitted by a plurality of broadcast transmitting stations; 2, the positioning device obtains the geographical positions and the transmitting power information of the broadcast transmitting stations received by the recorded frequency points through the group of broadcast signal strength values which are transmitted by the plurality of broadcast transmitting stations and obtained in the step 1; and 3, the positioning device calculates the position of the terminal to be tested according to the broadcast reception strength values of the frequency points, the FM broadcast frequency, the transmitting power information and the geographical positions of the broadcast transmitting stations. The invention also provides a special positioning device, which comprises a processor unit, an FM broadcast reception module and a storage module, wherein the processor unit and the FM broadcast reception module as well as the storage module are respectively electrically connected through a bus.
