A water inlet of the surface heat exchanger is connected with a condensed water pipe, and a water outlet of the surface heat exchanger is connected with the deaerator through a water outlet pipe. According to the heat energy recycling device, the steam-exhaust-rapidly-condensed flash condensing technology is used, under the condition that cold sources are sufficient, steam exhaust can be cooled through heat exchanging, and meanwhile useful working media are heated so that the aim of recycling heat can be achieved.
