The present invention discloses a composite semi-flexible pavement with high early strength cement-based filler material, which component is (percentage by weight): Portland Cement 42% ~ 52%, bulking 3% to 5% silica fume 0.2% to 0.6%, the polymer latex powder from 0% to 0.6%, quartz sand 30% to 40%, superplasticizer 0.15% to 0.3% stabilizer 0.003 to 0.006%, 0.05% to 0.15 defoamers % water, 13% to 18%. The invention is a material having a self-leveling, high-thixotropic, high early strength (1d compressive strength of 35MPa or more, 1d flexural strength 7.0MPa or more), high dimensional stability, filling the porous open-graded asphalt mixture of the voids , rapid construction, transportation and opening time is greatly reduced, can significantly improve the asphalt pavement materials rutting resistance, weather resistance and the like.
