Axis body surface (34A) and particles (34B) of the (AX1, AX2) of the transparent substrate (31) is parallel or substantially parallel to, and in accordance with the size of the electric field generated by the electrodes (32), on the transparent substrate (31) in a plane parallel to the surface or substantially parallel to each other or toward the different directions toward the same or substantially the same direction.
