The invention relates to a surface treating agent for paper, in particular to a styrene-acrylate emulsion type high effective surface sizing agent and a preparation method thereof. The surface sizing agent is prepared from 4 to 80 weight parts of dispersing agent, 1 to 50 weight parts of emulsifier, 1 to 20 weight parts of initiator, 4 to 10 weight parts of cross-linking monomer, 4 to 120 weight parts of (methyl) acrylate monomer, 40 to 280 weight parts of styrene, and 400 to 600 weight parts of water through radical emulsion polymerization by a pre-emulsification process. The surface sizing agent performs surface sizing on the paper, not only can greatly improve the ring crush compression resistance of the paper and obviously improve the Cobb value, but also does not have the phenomenon of moisture regain, and is a high-performance environment-friendly product which can satisfy the usage of paper surface sizing.
