An electric power and energy balance method for accurately calculating wind power contributions comprises a first step of first defining two wind power contributing characteristic indexes for electric power and energy balance; a second step of calculating actual available capacity Nsc of a system; a third step of calculating electric power balance gain or loss delta P according to the equation that delta P=Nsc-Pm; a fourth step of calculating fire power generated energy Wt according to the equation that Wt=Wm-Wh-Ww; and a fifth step of showing that supply and demand of electric quantity are balanced if fire power starting of the system and fire coal conditions can meet the generated energy Wt in a current month; showing that demand exceeds supply in the electric quantity if the fire power starting of the system and the fire coal conditions cannot meet the generated energy Wt in the current month, and needing to increase hydraulic generator set contributions or limit a load. The electric power and energy balance method has the advantages of being clear in physical significance, high in accuracy and quick in calculating speed.
