In conventional remote control system, the remote operation process despite the the operated terminal is emergency there is a possibility that occur. The operated terminal transmits reception status information indicating reception status of the remote control to the relay server. Relay server receives a remote operation request from the operation terminal, in addition to the determination of whether to allow remote operation performed based on the access permission information stored a set of the operating terminal and the operated terminal to allow remote operation, based on the reception state information, a determination is made whether the operated terminal is currently accepting remote operations. The relay server sends a control message related to the remote operation to the operated terminal based on the determination result, the operation terminal to provide services based on the control message.
