A wheel disc locking and positioning pin for a turbine relates to a wheel disc positioning pin for a turbine. The wheel disc locking and positioning pin aims at solving the problem that the assembling accuracy is directly influenced by a certain gap between a common positioning pin and a pin hole when the common positioning pin is adopted for determining the relative position relationship betweena turbine wheel disc and a clamp base of a machine tool. An adjusting bolt penetrates through a supporting sleeve and is connected with a sliding plug by threads, limiting pins are arranged in a longthrough hole of the sliding plug and a pin hole of the pin body, a sliding block is arranged in a radial through hole of the pin body, a pin block which is detachably connected with the pin body is arranged in a large groove of the pin body, a locking block which is detachably connected with the sliding block is arranged in a small groove of the pin body, the lower end of the sliding plug is arranged in an upper groove of the sliding block, the lower end of the side wall of the sliding plug is matched with the inclined side wall of the upper groove of the sliding block, an elastic screw is connected with the pin body by threads, and the end part of the elastic screw pushes against the side wall of the plane of the sliding plug. The wheel disc locking and positioning pin can position the wheel disc of the turbine on the machine tool.
